The Crown wants the incident buried. Edran has no rank or patron. He has one obsolete law, and he uses it to claim the dragon before the Crown can dispose of him.

That only buys them time.

To keep Spall alive, Edran must prove that an uncollared dragon can live among people without becoming a threat. Master Ostrin has built three public trials to prove the opposite. They are running out of food. Spall needs a crystal to survive his first molt. And every choice he makes can be turned into evidence that dragons were never meant to choose at all.

Spall can become stronger. The harder part is staying himself.

If they pass, they win the right to live. If they fail, the Crown decides what Spall is allowed to become.
