Verres runs on paperwork, rain, and a very old kind of debt.

Nobody in this city "gains a power." They hold a Practice — licensed, taxed, filed in triplicate — and what it costs is called the Arrears. Nothing is granted. Everything is subtracted: a memory, a sense, a relationship, however small, however missed. The city has had two hundred years to get used to it, and mostly, it has.

Wren Calder is a records clerk at the Bureau of Civil Records, third floor, Sub-Archive C — a quiet, comfortable life built entirely out of things Wren has never quite finished. An unhung picture. An unsent letter. Then a case file surfaces that shouldn't still exist: IN THE MATTER OF THE UNLISTED PARTY, reassigned from clerk to clerk for three generations, second party listed only as UNKNOWN, and no way, on paper, to ever close it.

Wren isn't the only one drawn to it. A seamstress who mends more than coats. A disbarred magistrate who argues cases no court will hear. A retired stenographer who remembers rooms exactly as they were. A man searching for a sister the city insists never existed. Together they might finally close the file.

Someone will have to become what the file is missing. Wren will have one night to decide who that should be — and one night is exactly long enough to get it wrong.
