Synopsis
When the world becomes a game, Miles Arden receives the worst class imaginable.
Revenue Officer.
No sword. No fireballs. No heroic title. Just a cracked municipal stamp, a dead phone, and a system that insists every monster, faction, dungeon, and would-be warlord still has to obey jurisdiction.
At first, everyone laughs.
Then Miles discovers the truth: if a creature trespasses on registered shelter property, it can be fined. If it refuses to pay, its assets can be seized. Limbs count as assets. So do dungeon cores, undead ledgers, hostile claims, and the legal foundations of tyrants.
Trapped beneath City Hall during the first wave of the apocalypse, Miles turns a records room into a shelter, appoints deputies, builds civic departments, and starts fighting the end of the world with paperwork sharp enough to draw blood.
But downtown already has another ruler.
Victor Hale, lord of the fortified Galleria, has food, soldiers, healers, and a plan to turn every survivor into an asset under his control. To challenge him, Miles must publish a civic charter, win the trust of desperate refugees, keep his fragile settlement alive, and find a route to St. Anne's, where his sister was last seen.
The apocalypse has rules.
Miles is going to audit them.
