Synopsis

Silara was eleven when the empire took her memory. She has killed forty-six people and cannot name one of them. Her mind keeps no account. Her body keeps every single one.

In Elintor, punishment is mercy: the state does not execute the man who knows too much — it relieves him of the knowing. Clerks strike names from ledgers and go home to their suppers. Mothers return from the Helpers smiling at strangers who were once their children.

But someone is keeping a second ledger. A harbour-master who prices everything except his own debt. An investigator sent to a fog-bound city to find a pattern she was meant to find. An archivist who never removes names — until she does. Each of them holds one corner of the same terrible record. None of them knows the others exist.

The empire runs on people who never meet. So does its undoing.
